Barkley Lock dewatering reinforces major navigation artery
GRAND RIVERS, Ky. (Sept. 15, 2026) — For the first time since 2015, the massive concrete-and-steel bones of Barkley Lock are exposed to the open air as maintenance crews work inside a drained chamber to reinforce a critical navigation link on the Cumberland River. Since Aug. 10, the Corps has drained millions of gallons of water from the lock, opening a 52-day window for the Nashville District to inspect, repair, and reinforce critical infrastructure before commercial traffic resumes Oct. 1.
Over the past 12 months, 23.6 million tons of cargo passed through Barkley Lock, helping transport agricultural products, aggregate, and fuel between the Cumberland and Tennessee rivers. For the U.S. Army Corps of Engineers Nashville District, the scheduled closure is less about taking the lock out of service and more about keeping it reliable for the long term.
Supporting that effort is the Regional Rivers Repair Fleet, a specialized workforce and collection of three separate fleets assigned to the USACE Huntington District that include vessels that help maintain the nation’s inland waterway infrastructure. The fleet includes equipment and personnel needed for complex navigation work, from heavy lifting and structural repairs to underwater inspections and emergency response.
"Barkley’s dewatering is being supported by the Heavy Capacity Fleet, which handles large-scale maintenance projects such as setting closure structures, positioning bulkheads, and supporting major lock repairs," said Jeff Neely, lockmaster at Barkley Lock.
The work is about more than routine maintenance, according to the district commander.
"We are engineering solutions to the nation’s toughest challenges," said Lt. Col. Guillermo Guandique, commander of the U.S. Army Corps of Engineers Nashville District. "By ensuring the reliability of the navigation system, the fleet helps lower shipping costs, supports national security, reduces flood risks, and keeps commerce flowing smoothly. At the Corps, the mission extends beyond maintaining waterways. It includes helping build the foundation for economic growth, global trade, and national security."
Dewatering Process
Before the chamber could be pumped dry, divers carried out the first phase of the operation underwater. Working in low-visibility conditions, the dive team cleared silt and debris from the areas where crews would place temporary barriers to hold back the river.
Crews then installed bulkheads, which act as temporary barriers to block water from reaching the lock’s valves. They also positioned a caisson, a large floating closure structure, at the lower end of the lock to isolate the chamber. After those barriers were in place, pumps removed the remaining water so workers could safely enter and begin repairs.
With the water removed, maintenance crews can inspect the lock’s miter gates, culvert valves, concrete, and other infrastructure more closely than they can during routine operations or underwater inspections. The work helps crews identify corrosion, worn steel, and other maintenance issues before they become larger problems that could disrupt navigation.
"This is one of the few opportunities we have to fully access major lock components," Neely said. "Once the chamber is dry, we can inspect areas that are normally underwater and make repairs that help keep the lock operating reliably."
The two main repair priorities during this dewatering are the lock’s miter gates and its filling and emptying valves. The miter gates are the massive steel gates that open and close to move vessels through the lock chamber. The valves control the gravity-fed flow of water into and out of the chamber during normal lock operations.
Once crews pumped out the remaining water, maintenance workers moved in heavy machinery and scaffolding to begin assessments and structural welding.
"Our crews are welding repairs on the massive lock gates and upgrading the maintenance platforms used to access the lock’s culvert valves machinery," said Josh Garcia, a maintenance engineer with the Nashville District. "We are also inspecting and performing repairs on the culvert valves that control water flowing in and out of the lock chamber."
Additional Inspection and Maintenance
Although the miter gates and valves are the main repair priorities, crews are also inspecting the lock walls, concrete, protective armor, and other structural features throughout the chamber. Workers are reinforcing structural members, replacing deteriorated steel, and addressing corrosion in splash zones, where changing water levels repeatedly expose steel to wet and dry conditions.
"Those splash zones are some of the hardest areas on the structure," Neely said, "because repeated exposure to moisture and air can accelerate corrosion."
The maintenance effort also includes safety upgrades designed to make future inspections and repairs faster and safer.
"The modifications we are installing eliminate the need for cumbersome fall protection gear during standard valve maintenance," Neely said. "Instead of losing valuable time rigging extra harness systems, maintenance personnel can step directly onto the modified platforms and perform routine service quickly and safely."
The work combines corrective repairs with preventive maintenance, allowing the Corps to address known issues and reduce the risk of future outages.
"Dewatering gives us the chance to do more than just look," Neely said. "It gives us the chance to fix things before they become emergency repairs."
Over the next several weeks, crews will complete structural repairs and final inspections, remove equipment, refill the lock chamber, and test gate cycling and valve operations under hydraulic pressure before reopening the site to commercial navigation Oct. 1.
